The Wrongful Conviction Victims’ Experiences Study was sponsored by the US Department of Justice’s National Institute of Justice. The authors would like to thank Bethany Backs and Christine Crossland of the National Institute of Justice for their continued guidance and assistance throughout the study. We also appreciate the cooperation and contributions of our study participants, including victimized service providers, law enforcement, prosecutors and attorneys. Special thanks to the participants who participated in the investigation and shared their experiences with us. Finally, we would like to thank our expert advisors for their continued input and review: Steve Derin from the VOCA National Assistance Administrators Association and Steve Siegel from the Denver District Attorney’s Office.
Over the past three decades, the exemption rate has more than doubled, from an average of 24 per year between 1989 and 1999 to an average of 52 per year between 2000 and 2010 (Gross and Shaffer, 2012). Significant progress has been made in identifying and assisting those unjustly convicted, but little is known about the experiences of victims during their release process and the changes in their lives after their release. In 2010, the US Department of Justice’s National Institute of Justice funded a misleading research study funded by ICF International to begin filling this knowledge gap by examining the experiences of victims of unjust punishment. This report documents the methodology and findings of the study and examines the implications for practice and policy.
