Over the past three decades, the exemption rate has more than doubled, from an average of 24 per year between 1989 and 1999 to an average of 52 per year between 2000 and 2010 (Gross and Shaffer, 2012). Significant progress has been made in identifying and assisting those unjustly convicted, but little is known about the experiences of victims during their release process and the changes in their lives after their release. In 2010, the US Department of Justice’s National Institute of Justice funded a misleading research study funded by ICF International to begin filling this knowledge gap by examining the experiences of victims of unjust punishment. This report documents the methodology and findings of the study and examines the implications for practice and policy.
